i think be with flag ADMIN_CHAT does not mean being admin, it can`t control server, so lot of servers use it as VIP flag award and users can use amx_tsay amx_csay etc.. for me BE GAGed means be fully shuted no metter are u admin or no

This is silly. Any gag / ban plugins created for players for whom the admin can't influence. if you can’t influence on your admins and vip players, then I sympathize with you.

if you put amx_gag.amxx or permgag_2.amxx above any other chat plugin it will block gagged player to write on admin chat (u@admin) if that's what you want if you need to mute player from voice talk you can use voices management amxx plugin
