Big problem with dynamic ip

Hellol i have big problem with this users try with destroy amx_pika and nothig he stay in server and play... everything is up to date ith last update and 1.9 motd use reaimdetecot hackdetectorlite. Any solution everytime when ban he change ip. Any solution ? Softblocker ? rangeban or something else ?!

From one subnet or random ip?
If from one, ban subnet.
If from random just kick him, he will get bored and he will leave your server.
Also you can try dopban2, or superban

Just addip 0.0 198.98.0.0 or
Addip 0.0 198.98.98.0
In server console depending on the subnet type.
