Попробуйте заменить MSG_ONE_UNRELIABLE на MSG_ONE

MSG_ONE - отправка мессаги с гарантией доставки.
MSG_ONE_UNRELIABLE - отправка мессаги без гарантии доставки. (т.е. если сервер считает, что у клиента переполнен буфер или клиент не сможет его принять (малый rate и/или cl_updaterate), такая мессага отправляться не будет)

не помогло( Попробую обновить амхх и перекомпелировать плагины и подключать их по одному.
